If you are creating a PDF file for review, then you really should be using the PDF/A (ISO 19005) standard to ensure the long-term preservation of your PDF file. After your PDF/A file has been reviewed, you can archive the file as a snapshot of the review.
If, in the future, an accident or a near-miss creates the need for an investigation which includes a full documentation audit, then you know your PDF/A files will exactly match the file that was reviewed, irrespective of how much time has passed.
